Add this to your light.exe commandline on compiling:

-fast -soft -softdist 6 -maxlight 70 -extra4 -sunlight 225 -sunmangle -135,-55,0 -sunlight2 1 $path\$file

if you use this with the ndu skybox you will have a "full moon" light effect WinkeyWink

to change fog, have a trigger_command and have the command fog XXX (<== code)

EDIT: you need the trigger to cover the whole map

Lighting is governed by either your light entities, which have a key value that decides brightness, or what you set the lighting in worldcraft. If you go to map properties in worldcraft you can set map lighting, the default is 0 which is in sense like using fullbright in NZP. Everything is lighted with no shadows. Its better to use light entities though because you just get a better effect and you can govern lighting for different areas not just the same brightness everywhere. If you still aren't getting any change make sure you are running RAD when you compile. RAD is what deals with the light when you compile.
