It depends, if it was just a port, like Quake 3 to the PSP was, then it would at the very most run slowly.
The ram is about 512MB on the Vita and the CPU is higher, but that's only like 15% of the problem when porting it.
When you look at Pokemon Black and White 2 running flawlessly on the NDS, you wonder how it works on even the original DS that had only like 4MB of ram and a MUCH lower clock speed.
On the flip side, if PlayStation wanted to make Quake 4 available for the Vita then it would probably work with little to no slowdowns, and I guess the reasoning for that is the kind and amount of tools they possess.
In my opinion, I couldn't see Quake 4 even running. Has the source code for Q4 even been released? If not, you're screwed with porting it
