Reputation is exactly as it sounds, it's like prestige. Good Rep means your useful. Bad Rep (which your deserve right now) is if you're useless and ask stupid stuff and generally spam about.

Cash is points used to buy nice things on the site, like custom titles etc.

Please read the goddamn rules, it's all there.
